Nj\u00eb nga segmentet m\u00eb problematike ka qen\u00eb sh\u00ebrbimi laboratorik n\u00eb spitalet publike, ku jan\u00eb evidentuar mungesa serioze n\u00eb pajisje t\u00eb amortizuara, munges\u00eb t\u00eb reagent\u00ebve, staf t\u00eb pamjaftuesh\u00ebm dhe jo gjithmon\u00eb t\u00eb kualifikuar, si dhe kushte t\u00eb pap\u00ebrshtatshme infrastrukturore. K\u00ebto mang\u00ebsi kan\u00eb ndikuar drejtp\u00ebrdrejt n\u00eb cil\u00ebsin\u00eb e analizave laboratorike, duke ulur sigurin\u00eb e diagnostikimit dhe duke detyruar nj\u00eb pjes\u00eb t\u00eb madhe t\u00eb qytetar\u00ebve t\u00eb drejtohen drejt laborator\u00ebve privat\u00eb, shpesh me kosto t\u00eb larta dhe t\u00eb pap\u00ebrballueshme.<\/p>\n\n\n\n<p>P\u00ebrball\u00eb k\u00ebsaj situate, n\u00eb dhjetor t\u00eb vitit 2015, Ministria e Sh\u00ebndet\u00ebsis\u00eb dhe Mbrojtjes Sociale nd\u00ebrmori nj\u00eb hap q\u00eb konsideroi jo vet\u00ebm si vendimtar, por edhe si t\u00eb vetmen alternativ\u00eb, p\u00ebrfshirjen e sektorit privat n\u00eb ofrimin e k\u00ebtij sh\u00ebrbimi p\u00ebrmes nj\u00eb partneriteti publik-privat. P\u00ebr t\u2019i hapur rrug\u00eb k\u00ebtij bashk\u00ebpunimi, s\u00eb pari MSHMS u angazhuar n\u00eb hartimin e nj\u00eb studimi fizibiliteti p\u00ebr t\u00eb cilin kontraktoi Korporat\u00ebn Financiare Nd\u00ebrkomb\u00ebtare (IFC), an\u00ebtare e Grupit t\u00eb Bank\u00ebs Bot\u00ebrore, me q\u00ebllim ofrimin e asistenc\u00ebs teknike n\u00eb zhvillimin e projektit.<\/p>\n\n\n\n<p>Q\u00eb n\u00eb fillim, institucioni p\u00ebrgj\u00ebgj\u00ebs, Ministria, b\u00ebri me dije se objektivi kryesor i kontrat\u00ebs koncesionare do t\u00eb ishte modernizimi dhe ofrimi i q\u00ebndruesh\u00ebm i sh\u00ebrbimeve laboratorike n\u00eb spitalet universitare, rajonale dhe bashkiake, me synimin p\u00ebr t\u00eb rritur cil\u00ebsin\u00eb dhe efikasitetin e analizave laboratorike n\u00eb sistemin publik.<\/p>\n\n\n\n<p><strong>Problematikat e evindentuara nga faza e planifikimit tek zbatimi<\/strong> <strong>i koncesionit t\u00eb laborator\u00ebve<\/strong><\/p>\n\n\n\n<p>Nga nj\u00eb analiz\u00eb e dokumentave q\u00eb mund t\u00eb gjenerohen nga faqet e institucioneve publike p\u00ebrgjegj\u00ebse p\u00ebr k\u00ebt\u00eb koncesionar b\u00ebhet e qart\u00eb se procedura lidhur me k\u00ebt\u00eb kontrat\u00eb \u00ebsht\u00eb shoq\u00ebruar me probleme serioze n\u00eb \u00e7do faz\u00eb, nga hartimi, te vler\u00ebsimi dhe implementimi. Ministria e Sh\u00ebndet\u00ebsis\u00eb dhe Mbrojtjes Sociale, si institucioni p\u00ebrgjegj\u00ebs n\u00eb rolin e kontraktorit, nuk ka kryer paraprakisht, ashtu si\u00e7 e ngarkon ligji nj\u00eb analiz\u00eb krahasuese midis modelit t\u00eb Partneritetit Publik Privat (PPP) dhe atij tradicional t\u00eb prokurimit publik, duke e b\u00ebr\u00eb t\u00eb pamundur vler\u00ebsimin objektiv t\u00eb leverdishm\u00ebris\u00eb s\u00eb projektit.<\/p>\n\n\n\n<p>P\u00ebr m\u00eb tep\u00ebr, mungesa e transparenc\u00ebs n\u00eb analiz\u00ebn financiare ka ngritur dyshime t\u00eb m\u00ebdha, pasi nuk u b\u00ebn\u00eb publike t\u00eb dh\u00ebna t\u00eb qarta statistikore, teknike apo ekonomike q\u00eb t\u00eb justifikonin koston e llogaritur prej 13 miliard\u00eb lek\u00ebsh. Projekti gjithashtu ekspozon pal\u00ebn publike ndaj nj\u00eb rreziku t\u00eb lart\u00eb operacional, pasi p\u00ebrfshin pothuajse t\u00eb gjith\u00eb sistemin laboratorik t\u00eb vendit, dhe nj\u00eb d\u00ebshtim n\u00eb zbatimin e tij do t\u00eb kishte pasoja t\u00eb r\u00ebnda p\u00ebr sh\u00ebndetin publik.<\/p>\n\n\n\n<p>Gjithashtu, n\u00eb analizimin e dokumentave t\u00eb operator\u00ebve konkurrues ekspert\u00ebt kan\u00eb v\u00ebrejtur se procesi i kualifikimit t\u00eb operator\u00ebve ekonomik\u00eb ka ndodhur n\u00eb kund\u00ebrshtim t\u00eb qart\u00eb me rekomandimet e dh\u00ebna nga Korporata Financiare Nd\u00ebrkomb\u00ebtare (IFC), e cila kishte angazhuar rolin e konsulentit nd\u00ebrkomb\u00ebtar n\u00eb k\u00ebt\u00eb projekt. P\u00ebrzgjedhja e bashkimit t\u00eb operator\u00ebve \u201cLabopharma Sh.p.k, Exalab &amp; AB Laboratory Solutions B.V.\u201d si fitues \u00ebsht\u00eb b\u00ebr\u00eb pavar\u00ebsisht shqet\u00ebsimeve serioze t\u00eb ngritura nga IFC.<\/p>\n\n\n\n<p>K\u00ebto shqet\u00ebsime p\u00ebrfshinin integritetin e kompanis\u00eb ABLS dhe lidhjet e dyshimta t\u00eb aksionar\u00ebve t\u00eb saj me hetime dhe procedura gjyq\u00ebsore n\u00eb Spanj\u00eb; munges\u00ebn e transparenc\u00ebs mbi pronarin p\u00ebrfundimtar t\u00eb ABLS; si dhe kontrollin e dob\u00ebt t\u00eb kompanis\u00eb Exalab mbi Sealab, nj\u00eb aktor ky\u00e7 n\u00eb ofrimin e sh\u00ebrbimeve laboratorike. K\u00ebto element\u00eb krijuan nj\u00eb kontekst t\u00eb paqart\u00eb dhe me risk t\u00eb lart\u00eb p\u00ebr p\u00ebrzgjedhjen e partnerit privat. Komisioni i Koncesionit\/PPP e hodhi posht\u00eb opinionin e IFC me pretendimin se nuk kishte ndonj\u00eb vendim gjykate ndaj kompanis\u00eb dhe se strukturat e kontrollit mes kompanive ishin t\u00eb mjaftueshme. Kjo vendimmarrje ngriti dyshime serioze p\u00ebr kapacitetin dhe vullnetin institucional p\u00ebr t\u00eb zbatuar parimet e menaxhimit t\u00eb ndersh\u00ebm t\u00eb fondeve publike.<\/p>\n\n\n\n<p>Procesi i negocimit t\u00eb kontrat\u00ebs u karakterizua nga vonesa t\u00eb m\u00ebdha dhe mang\u00ebsi thelb\u00ebsore n\u00eb p\u00ebrmbajtje. Negocimi zgjati p\u00ebr m\u00eb shum\u00eb se dy vjet \u2013 nj\u00eb shkelje e hapur e afatit ligjor prej 60 dit\u00ebsh t\u00eb p\u00ebrcaktuar p\u00ebr p\u00ebrfundimin e k\u00ebtij procesi. Gjat\u00eb k\u00ebsaj periudhe, kompania AB Laboratory Solutions (ABLS), nj\u00eb nga an\u00ebtar\u00ebt kryesor\u00eb t\u00eb bashkimit ofertues, tentoi t\u00eb t\u00ebrhiqej nga projekti, duke v\u00ebn\u00eb n\u00eb pik\u00ebpyetje stabilitetin dhe seriozitetin e vet\u00eb bashkimit. P\u00ebr m\u00eb tep\u00ebr, kontrata p\u00ebrfundimtare nuk parashikon sigurimin e p\u00ebrgjegj\u00ebsis\u00eb profesionale, nj\u00eb element thelb\u00ebsor p\u00ebr projekte q\u00eb ndikojn\u00eb drejtp\u00ebrdrejt n\u00eb sh\u00ebndetin dhe jet\u00ebn e qytetar\u00ebve. Mungesa e k\u00ebtij garancioni ngre shqet\u00ebsime t\u00eb m\u00ebdha p\u00ebr nivelin e mbrojtjes q\u00eb i ofrohet interesit publik.<\/p>\n\n\n\n<p>Nga kqyrja e kontrat\u00ebs mund t\u00eb kontatohet se koncesionari merr angazhim p\u00ebr ofrimin e 146 lloje analizash, p\u00ebrfshir\u00eb 66 analiza n\u00eb laborator\u00ebt e urgjenc\u00ebs dhe rreth 80 n\u00eb laborator\u00ebt rajonal\u00eb, duke p\u00ebrfshir\u00eb spitalet kryesore universitare n\u00eb Tiran\u00eb dhe ato rajonale n\u00eb qytete si Durr\u00ebs, Vlor\u00eb, Shkod\u00ebr, Elbasan, Fier, Kor\u00e7\u00eb, Berat, Lezh\u00eb, Gjirokast\u00ebr, Kuk\u00ebs, Dib\u00ebr, si dhe spitalet bashkiake t\u00eb Sarand\u00ebs dhe Lushnjes.<\/p>\n\n\n\n<p><strong>Kosto q\u00eb rriten p\u00ebrtej parashikimit n\u00eb kontat\u00eb<\/strong><\/p>\n\n\n\n<p>Vlera e p\u00ebrgjithshme e parashikuar p\u00ebr kontrat\u00ebn ishte 13 miliard\u00eb lek\u00eb, por zbatimi i kontrat\u00ebs \u00ebsht\u00eb shoq\u00ebruar me kosto t\u00eb rritura mbi parashikimin fillestar, si\u00e7 kan\u00eb konstatuar auditimet e Kontrollit t\u00eb Lart\u00eb t\u00eb Shtetit (KLSH) dhe institucioneve t\u00eb tjera mbik\u00ebqyr\u00ebse. Vet\u00ebm n\u00eb vitin e par\u00eb t\u00eb zbatimit, projekti ka sjell\u00eb nj\u00eb kosto shtes\u00eb prej 3.3 milion\u00eb euro, pa qen\u00eb e parashikuar n\u00eb buxhet, duke krijuar nj\u00eb barr\u00eb t\u00eb papritur p\u00ebr financat publike. P\u00ebr m\u00eb tep\u00ebr, kufizimet e vendosura nga tavanet buxhetore t\u00eb spitaleve kan\u00eb kufizuar ofrimin e sh\u00ebrbimeve, duke detyruar pacient\u00ebt t\u00eb p\u00ebrballojn\u00eb vet\u00eb kosto t\u00eb konsiderueshme, shpesh t\u00eb pap\u00ebrballueshme. Jan\u00eb identifikuar gjithashtu raste t\u00eb pagesave p\u00ebr sh\u00ebrbime laboratorike q\u00eb nuk jan\u00eb kryer, \u00e7ka jo vet\u00ebm ka krijuar d\u00ebm ekonomik p\u00ebr buxhetin e shtetit, por edhe ka p\u00ebrkeq\u00ebsuar barazin\u00eb n\u00eb aksesin e qytetar\u00ebve ndaj kujdesit sh\u00ebndet\u00ebsor.<\/p>\n\n\n\n<p><strong>Bazuar mbi k\u00ebto konstatime, <\/strong>KLSH ka rekomanduar n\u00eb raportet e saj t\u00eb auditimit <strong>rishikimin e kontrat\u00ebs koncesionare<\/strong> p\u00ebr t\u00eb adresuar k\u00ebto problematika serioze dhe p\u00ebr t\u00eb garantuar ofrimin e sh\u00ebrbimeve laboratorike n\u00eb m\u00ebnyr\u00eb efikase, t\u00eb barabart\u00eb dhe pa kosto shtes\u00eb p\u00ebr buxhetin e shtetit.<\/p>\n\n\n\n<p>Pra, koncesioni i laborator\u00ebve, i promovuar fillimisht si model suksesi p\u00ebr modernizimin e laborator\u00ebve spitalor\u00eb, ka nxjerr\u00eb n\u00eb pah <strong>mang\u00ebsit\u00eb serioze n\u00eb vler\u00ebsim, zbatim dhe mbik\u00ebqyrje<\/strong>, duke e kthyer at\u00eb n\u00eb nj\u00eb barr\u00eb t\u00eb r\u00ebnd\u00eb financiare dhe funksionale p\u00ebr sistemin sh\u00ebndet\u00ebsor dhe vet\u00eb qytetar\u00ebt.
