Dob\u00ebsit\u00eb u evidentuan edhe n\u00eb vendet e zhvilluara t\u00eb OECD-s\u00eb, por n\u00eb<br>vendet e varfra dhe ato n\u00eb zhvillimin problematika rreth transparenc\u00ebs n\u00eb sistemet sh\u00ebndet\u00ebsore<br>ishin edhe m\u00eb t\u00eb mprehta<br><br>N\u00eb Shqip\u00ebri, entet publike t\u00eb sh\u00ebndet\u00ebsis\u00eb jan\u00eb nj\u00eb nd\u00ebr prokuruesit m\u00eb t\u00eb m\u00ebdhenj t\u00eb fondeve<br>publike p\u00ebr shkak t\u00eb natyr\u00ebs s\u00eb sh\u00ebrbimit dhe gam\u00ebs s\u00eb produkteve, q\u00eb p\u00ebrdoren. Ministria e<br>Sh\u00ebndet\u00ebsis\u00eb dhe Mbrojtjes Sociale u rendit nga Kontrolli i Lart\u00eb i Shtetit si enti me vlerat m\u00eb t\u00eb<br>larta t\u00eb prokurimeve me risk gjat\u00eb vitit pandemik m\u00eb 2020.<br>Prokurimet n\u00eb sektorin e sh\u00ebndet\u00ebsis\u00eb vuajn\u00eb nga mosrespektimi i procedurave t\u00eb prokurimit deri<br>tek abuzimi i lart\u00eb me fondet. P\u00ebrshembull, nga auditimi i Kontrollit t\u00eb Lart\u00eb t\u00eb Shtetit i<br>procedurave t\u00eb prokurimit \u201cBlerje autoambulanca p\u00ebr plot\u00ebsimin e nevojave t\u00eb Ministris\u00eb s\u00eb<br>Sh\u00ebndet\u00ebsis\u00eb dhe Mbrojtjes Sociale&#8221;, \u201cBlerje Pajisje Laboratorike, p\u00ebr Komand\u00ebn Mb\u00ebshtet\u00ebse\u201d<br>etj., n\u00eb 2020 jan\u00eb konstatuar probleme gjat\u00eb procedurave t\u00eb prokurimit n\u00eb lidhje me shqyrtimin<br>dhe vler\u00ebsimin e ofertave t\u00eb cilat kan\u00eb deformuar procedur\u00ebn dhe rezultatet e prokurimeve, duke<br>ulur efektivitetin e p\u00ebrdorimit t\u00eb fondeve publike nga procedurat e prokurimit. Efektet negative<br>n\u00eb administrimin e fondeve publike n\u00eb k\u00ebto prokurime ishin 334 milion\u00eb lek\u00eb (2.7 mln euro,)<br><br>Entet publike n\u00eb sektorin e sh\u00ebndet\u00ebsis\u00eb nga 1 janari 2022 deri n\u00eb fund t\u00eb gushtit t\u00eb 2022-t n\u00eb<br>sektorin e sh\u00ebndet\u00ebsis\u00eb jan\u00eb shpallur 1101 procedura prokurimi, nga t\u00eb cilat p\u00ebraf\u00ebrsisht gjysma,<br>670 procedura rezultuan me fitues. Fondi limit p\u00ebr tenderat e shpallur me fitues ishte 11,3<br>miliard\u00eb lek\u00eb pa TVSH, nd\u00ebrsa vlera totale e shpallur fituese pa TVSH ishte 10,1 miliard\u00eb lek\u00eb.<br>Numri i operator\u00ebve q\u00eb mor\u00ebn pjes\u00eb n\u00eb gara ishte 147.<\/p>\n\n\n\n<p class=\"has-text-align-center\">P\u00ebrgjat\u00eb 8 mujorit 2022 nga 670 prokurime q\u00eb u shpallen fituese, 69 % e tyre (463)<br>ishin me nj\u00eb operator n\u00eb gar\u00eb. M\u00eb shum\u00eb se 58% e shum\u00ebs se prokuruar (6,6 miliard\u00eb<br>lek\u00eb) \u00ebsht\u00eb zhvilluar n\u00eb gara ku marr\u00eb pjes\u00eb vet\u00ebm nj\u00eb operator.<br>P\u00ebr t\u00eb nj\u00ebjt\u00ebn periudh\u00eb vet\u00ebm 22 % e prokurimeve me fitues kishin pjes\u00ebmarr\u00ebs n\u00eb<br>gara 2-3 operator\u00eb pjes\u00ebmarr\u00ebs n\u00eb gar\u00eb<\/p>\n\n\n\n<p>Sistemi sh\u00ebndet\u00ebsor n\u00eb Shqip\u00ebri mbetet nga m\u00eb problematik\u00ebt sa i p\u00ebrket transparenc\u00ebs n\u00eb<br>prokurime dhe munges\u00ebs s\u00eb konkurrenc\u00ebs. <strong>N\u00eb periudh\u00ebn 2010-2021 rreth 30 p\u00ebr qind t\u00eb gjitha<br>prokurimeve u b\u00ebn\u00eb me procedure negocimi. <\/strong>Procedurat e negocimit u p\u00ebrdoren p\u00ebr rreth 28% e<br>prokurimeve n\u00eb fush\u00ebn e sh\u00ebndet\u00ebsis\u00eb.<br><br>Legjislacioni shqiptar n\u00eb fush\u00ebn e prokurimit nuk \u00ebsht\u00eb ende plot\u00ebsisht n\u00eb p\u00ebrputhje me<br>Bashkimin Evropian. Ligji p\u00ebr procedurat e prokurimit publik nuk \u00ebsht\u00eb n\u00eb p\u00ebrputhje me<br>legjislacionin e menaxhimit financiar dhe kjo rrit mund\u00ebsin\u00eb e p\u00ebrdorimit t\u00eb panevojsh\u00ebm t\u00eb<br>procedur\u00ebs me negocim, e cila nuk \u00ebsht\u00eb transparente nga vet\u00eb natyra e tij;<br>Legjislacioni i prokurimit publik lejon p\u00ebrdorimin e procedurave me negocim n\u00eb rastet e<br>p\u00ebrcaktuara si emergjenca. Por gjithashtu legjislacioni lejon p\u00ebrdorimin e 12 argumente t\u00eb<br>ndryshme t\u00eb mundshme p\u00ebr p\u00ebrcaktimin e nj\u00eb rasti si emergjent. P\u00ebrshembull, nga auditimi i Kontrollit t\u00eb Lart\u00eb t\u00eb Shtetit iprocedurave t\u00eb prokurimit \u201cBlerje autoambulanca p\u00ebr plot\u00ebsimin e nevojave t\u00eb Ministris\u00eb s\u00ebSh\u00ebndet\u00ebsis\u00eb dhe Mbrojtjes Sociale&#8221;, \u201cBlerje Pajisje Laboratorike, p\u00ebr Komand\u00ebn Mb\u00ebshtet\u00ebse\u201detj., n\u00eb 2020 jan\u00eb konstatuar probleme gjat\u00eb procedurave t\u00eb prokurimit n\u00eb lidhje me shqyrtimindhe vler\u00ebsimin e ofertave t\u00eb cilat kan\u00eb deformuar procedur\u00ebn dhe rezultatet e prokurimeve, dukeulur efektivitetin e p\u00ebrdorimit t\u00eb fondeve publike nga procedurat e prokurimit. Efektet negativen\u00eb administrimin e fondeve publike n\u00eb k\u00ebto prokurime ishin 334 milion\u00eb lek\u00eb (2.7 mln euro,) Entet publike n\u00eb sektorin e sh\u00ebndet\u00ebsis\u00eb nga 1 janari 2022 deri n\u00eb fund t\u00eb gushtit t\u00eb 2022-t n\u00ebsektorin e sh\u00ebndet\u00ebsis\u00eb jan\u00eb shpallur 1101 procedura prokurimi, nga t\u00eb cilat p\u00ebraf\u00ebrsisht gjysma,670 procedura rezultuan me fitues. Fondi limit p\u00ebr tenderat e shpallur me fitues ishte 11,3miliard\u00eb lek\u00eb pa TVSH, nd\u00ebrsa vlera totale e shpallur fituese pa TVSH ishte 10,1 miliard\u00eb lek\u00eb.Numri i operator\u00ebve q\u00eb mor\u00ebn pjes\u00eb n\u00eb gara ishte 147. P\u00ebrgjat\u00eb 8 mujorit 2022 nga 670 prokurime q\u00eb u shpallen fituese, 69 % e tyre (463)ishin me nj\u00eb operator n\u00eb gar\u00eb. M\u00eb shum\u00eb se 58% e shum\u00ebs se prokuruar (6,6 miliard\u00eblek\u00eb) \u00ebsht\u00eb zhvilluar n\u00eb gara ku marr\u00eb pjes\u00eb vet\u00ebm nj\u00eb operator.P\u00ebr t\u00eb nj\u00ebjt\u00ebn periudh\u00eb vet\u00ebm 22 % e prokurimeve me fitues kishin pjes\u00ebmarr\u00ebs n\u00ebgara 2-3 operator\u00eb pjes\u00ebmarr\u00ebs n\u00eb gar\u00eb Sistemi sh\u00ebndet\u00ebsor n\u00eb Shqip\u00ebri mbetet nga m\u00eb problematik\u00ebt sa i p\u00ebrket transparenc\u00ebs n\u00ebprokurime dhe munges\u00ebs s\u00eb konkurrenc\u00ebs. N\u00eb periudh\u00ebn 2010-2021 rreth 30 p\u00ebr qind t\u00eb gjithaprokurimeve u b\u00ebn\u00eb me procedure negocimi. Procedurat e negocimit u p\u00ebrdoren p\u00ebr rreth 28% eprokurimeve n\u00eb fush\u00ebn e sh\u00ebndet\u00ebsis\u00eb.
