Auditimi u krye me baz\u00eb risku, p\u00ebr vler\u00ebsimin e sakt\u00ebsis\u00eb s\u00eb aktiviteteve dhe transaksioneve financiare, \u00e7\u00ebshtjeve q\u00eb lidhen me organizimin dhe funksionimin e institucionit, duke p\u00ebrfshir\u00eb sakt\u00ebsin\u00eb e paraqitjes s\u00eb t\u00eb ardhurat dhe shpenzimet, n\u00eb p\u00ebrputhje me aktet ligjore e n\u00ebnligjore dhe me parimet e ligjit p\u00ebr menaxhimin financiar dhe kontrollin, vler\u00ebsimin e sakt\u00ebsis\u00eb s\u00eb informacioneve n\u00eb t\u00eb gjitha aspektet materiale n\u00eb p\u00ebrputhje me kuadrin ligjor e rregullator mbi baz\u00ebn e t\u00eb cilit ushtron veprimtarin\u00eb \u201cFondi i Sigurimit t\u00eb Detyruesh\u00ebm t\u00eb Kujdesit Sh\u00ebndet\u00ebsor\u201d, etj<\/p>\n\n\n\n<p><strong>Nga auditimi mbi zbatimin e kontrat\u00ebs koncesionare p\u00ebr sterilizimin, rezultoi se:<\/strong><\/p>\n\n\n\n<p>Nuk ekziston nj\u00eb protokoll i sakt\u00eb dhe i plot\u00eb i nd\u00ebrhyrjeve\/seteve, numri i seteve n\u00eb aneks kontrat\u00eb dhe faktit sipas diagnozave t\u00eb aplikuara, pasi ka nj\u00eb num\u00ebr shum\u00eb m\u00eb t\u00eb madh diagnozash\/nd\u00ebrhyje n\u00eb krahasim me numrin e seteve t\u00eb p\u00ebrdorura. N\u00eb skedar\u00ebt p\u00ebr p\u00ebrdorimin e seteve administruar nga DSHSU, jan\u00eb p\u00ebrshkruar dy rubrika ku n\u00eb nj\u00ebr\u00ebn sh\u00ebnohet diagnoza dhe n\u00eb tjetr\u00ebn lloji nd\u00ebrhyrjes;<\/p>\n\n\n\n<p>&nbsp;\u00cbsht\u00eb ndryshuar numri i instrumenteve n\u00eb m\u00ebnyr\u00eb t\u00eb pa argumentuar p\u00ebr disa prej seteve nga viti n\u00eb vit p\u00ebr t\u00eb nj\u00ebjt\u00ebn diagnoz\u00eb\/nd\u00ebrhyrje kirurgjikale;<\/p>\n\n\n\n<p>Konfigurimi i seteve dhe ndryshimi i kompleksiteteve ka sjell\u00eb v\u00ebshtir\u00ebsi n\u00eb monitorimin e kontrat\u00ebs;<\/p>\n\n\n\n<p>Ka disa raste q\u00eb p\u00ebr t\u00eb nj\u00ebjtat nd\u00ebrhyrje\/sete jan\u00eb aplikuar 2 dhe\/ose 3 nivele t\u00eb ndryshme kompleksiteti, me pasoja n\u00eb financimin e kontrat\u00ebs p\u00ebr tavanin buxhetor p\u00ebrkat\u00ebs dhe kufizimin e nd\u00ebrhyrjeve p\u00ebr pacientet;<\/p>\n\n\n\n<p>Gjithashtu nga p\u00ebrpunimi i t\u00eb dh\u00ebnave t\u00eb administruara p\u00ebr vitin 2021 konstatohet se p\u00ebr t\u00eb nj\u00ebjt\u00ebn nd\u00ebrhyrje kirurgjikale, t\u00eb realizuar n\u00eb t\u00eb nj\u00ebjtin spital apo spital tjet\u00ebr, faturimi kryhet sipas kompleksiteteve t\u00eb ndryshme, dhe p\u00ebr pasoj\u00eb \u00e7mime t\u00eb ndryshme. Kjo m\u00ebnyr\u00eb aplikimi e nivelit t\u00eb kompleksitetit gjat\u00eb zbatimit t\u00eb kontrat\u00ebs, shkakton pasoja financiare shtes\u00eb, krahasuar me efektin e p\u00ebrdorimit t\u00eb kompleksitetit m\u00eb t\u00eb ul\u00ebt t\u00eb mundsh\u00ebm, e lidhur kjo me \u00e7mimin p\u00ebrkat\u00ebs.<\/p>\n\n\n\n<p>N\u00eb k\u00ebt\u00eb kuad\u00ebr, kan\u00eb rezultuar 21,174 raste, n\u00eb t\u00eb cilat \u00ebsht\u00eb klasifikuar nd\u00ebrhyrja kirurgjikale si kompleksiteti i mes\u00ebm dhe p\u00ebr t\u00eb nj\u00ebjtat nd\u00ebrhyrje kirurgjikale, n\u00eb disa raste \u00ebsht\u00eb faturuar edhe si kompleksitet i lart\u00eb, si dhe jan\u00eb 4,725 raste n\u00eb t\u00eb cilat \u00ebsht\u00eb faturuar p\u00ebr kompleksitet t\u00eb lart\u00eb, megjith\u00ebse t\u00eb pakt\u00ebn nj\u00eb her\u00eb e nj\u00ebjta nd\u00ebrhyrje kirurgjikale \u00ebsht\u00eb faturuar si kompleksitet i mes\u00ebm. N\u00eb se p\u00ebr k\u00ebto nd\u00ebrhyrje do t\u00eb p\u00ebrdorej kompleksiteti i mes\u00ebm, do t\u00eb ulej financimi i k\u00ebsaj kontrate p\u00ebr 87,318,000 lek\u00eb me TVSH.<\/p>\n\n\n\n<p>Gjithashtu, n\u00eb total paraqiten 16,710 raste n\u00eb t\u00eb cilat \u00ebsht\u00eb klasifikuar nd\u00ebrhyrja kirurgjikale si kompleksiteti i ul\u00ebt dhe p\u00ebr t\u00eb nj\u00ebjtat nd\u00ebrhyrje kirurgjikale, n\u00eb disa raste \u00ebsht\u00eb faturuar edhe si kompleksitet i lart\u00eb apo kompleksitet i mes\u00ebm. Nga auditimi konstatohet se jan\u00eb 5,924 raste n\u00eb t\u00eb cilat \u00ebsht\u00eb faturuar p\u00ebr kompleksitet i lart\u00eb dhe 8,057 raste n\u00eb t\u00eb cilat \u00ebsht\u00eb faturuar p\u00ebr kompleksitet I mes\u00ebm megjith\u00ebse t\u00eb pakt\u00ebn nj\u00eb her\u00eb e nj\u00ebjta nd\u00ebrhyrje \u00ebsht\u00eb faturuar si kompleksitet i ul\u00ebt.
