Si pasoj\u00eb e munges\u00ebs s\u00eb konsistenc\u00ebs s\u00eb kodeve t\u00eb projekteve t\u00eb dedikuara p\u00ebr p\u00ebrballimin e situat\u00ebs s\u00eb shkaktuar nga COVID-19 dhe rishikimeve t\u00eb shumta pas akteve normative me disa VKM, gjurmimi deri n\u00eb realizimin p\u00ebrfundimtar t\u00eb fondeve COVID-19 rezultoi i v\u00ebshtir\u00eb, thuajse i pamundur<\/p>\n\n\n\n<p>T\u00eb gjitha shtesat e fondeve p\u00ebr Ministrin\u00eb e Sh\u00ebndet\u00ebsis\u00eb dhe Mbrojtjes Sociale, t\u00eb akorduara me Vendim t\u00eb K\u00ebshillit t\u00eb Ministrave (VKM) p\u00ebrgjat\u00eb vitit 2020, nuk jan\u00eb reflektuar n\u00eb tabelat shoq\u00ebruese respektive t\u00eb Akteve Normative. P\u00ebr rrjedhoj\u00eb, fondet q\u00eb u akorduan p\u00ebr p\u00ebrballimin e pandemis\u00eb shkuan p\u00ebr shpenzime t\u00eb tjera q\u00eb nuk kishin lidhje me pandemin\u00eb.<\/p>\n\n\n\n<p><strong>Mungesa e transparenc\u00ebs n\u00eb p\u00ebrdorimin e fondeve<\/strong>&nbsp;q\u00eb shkuan p\u00ebr menaxhimin e pandemis\u00eb ishte aq e madhe sa&nbsp;<strong>u konsiderua si shqet\u00ebsim nga Fondi Monetar Nd\u00ebrkomb\u00ebtar (FMN)<\/strong>, i cili nuk ka n\u00eb thelb t\u00eb pun\u00ebs s\u00eb tij monitorimin e tender\u00ebve. FMN informoi se prokurimet emergjente p\u00ebr p\u00ebrballimin e pandemis\u00eb nuk ishin transparente dhe i k\u00ebrkoi Kontrollit t\u00eb Lart\u00eb t\u00eb Shtetit t\u00eb intensifikoj\u00eb kontrollet dhe t\u2019i publikoj\u00eb ato.<\/p>\n\n\n\n<p><strong>Ministria e Sh\u00ebndet\u00ebsis\u00eb dhe Qendra Spitalore \u201cN\u00ebn\u00eb Tereza\u201d<\/strong>&nbsp;u renditen n\u00eb krye t\u00eb enteve publike p\u00ebr r<strong>iskun e lart\u00eb t\u00eb zbatimit t\u00eb ligjit dhe t\u00eb p\u00ebrdorimit t\u00eb fondeve publike<\/strong>.<br>Nga&nbsp;<strong>6440 procedura<\/strong>&nbsp;t\u00eb publikuara p\u00ebr prokurime (pa p\u00ebrfshir\u00eb ankande dhe koncesione) gjat\u00eb vitit 2020, p\u00ebr 532 ose p\u00ebr&nbsp;<strong>8.2% prej tyre jan\u00eb paraqitur ankesa n\u00eb Komisionin e Prokurimit Publi<\/strong>k. Nga numri total, MSHMS u rendit e dyta pas Agjencis\u00eb s\u00eb Blerjeve t\u00eb P\u00ebrqendruara p\u00ebr numrin e madh t\u00eb ankesave, me 26 gjithsej ose rreth 5 % t\u00eb totali t\u00eb ankesave.<\/p>\n\n\n\n<p>Nisur nga numri total i ankesave t\u00eb shqyrtuara pran\u00eb Komisionit t\u00eb Prokurimit Publik, rezulton se 42,7% (317) prej tyre jan\u00eb ankesa t\u00eb procedurave t\u00eb prokurimit t\u00eb llojit \u201cmall\u201d.&nbsp;<strong>MSHMS<\/strong>&nbsp;u rendit&nbsp;<strong>e dyta me 20 ankesa nga operator\u00ebt<\/strong>&nbsp;q\u00eb kishin marr\u00eb pjes\u00eb n\u00eb tender\u00ebt e zhvilluar me blerje mallrash.<\/p>\n\n\n\n<p>Jan\u00eb gjetur\u00a0<strong>mosp\u00ebrputhje t\u00eb t\u00eb dh\u00ebnave t\u00eb kontratave t\u00eb n\u00ebnshkruara t\u00eb publikuara nga Agjencia e Prokurimit Publik me ato t\u00eb regjistruara n\u00eb SIFQ<\/strong>\u00a0(n\u00eb sistemin e thesarit t\u00eb Ministris\u00eb s\u00eb Financave). Institucioni m\u00eb i lart\u00eb i auditit n\u00eb vend, Kontrolli i Lart\u00eb i Shtetit (KLSH), e pati mjaft t\u00eb v\u00ebshtir\u00eb t\u00eb gjurmoj\u00eb p\u00ebrdorimin e fondeve n\u00eb sektorin e sh\u00ebndet\u00ebsis\u00eb gjat\u00eb pandemis\u00eb p\u00ebr shkak t\u00eb pa rregullshm\u00ebrive ligjore, q\u00eb shoq\u00ebruan procesin. Si pasoj\u00eb e munges\u00ebs s\u00eb konsistenc\u00ebs s\u00eb kodeve t\u00eb projekteve t\u00eb dedikuara p\u00ebr p\u00ebrballimin e situat\u00ebs s\u00eb shkaktuar nga COVID-19 dhe rishikimeve t\u00eb shumta pas akteve normative me disa VKM, gjurmimi deri n\u00eb realizimin p\u00ebrfundimtar t\u00eb fondeve COVID-19 rezultoi i v\u00ebshtir\u00eb, thuajse i pamundur T\u00eb gjitha shtesat e fondeve p\u00ebr Ministrin\u00eb e Sh\u00ebndet\u00ebsis\u00eb dhe Mbrojtjes Sociale, t\u00eb akorduara me Vendim t\u00eb K\u00ebshillit t\u00eb Ministrave (VKM) p\u00ebrgjat\u00eb vitit 2020, nuk jan\u00eb reflektuar n\u00eb tabelat shoq\u00ebruese respektive t\u00eb Akteve Normative. P\u00ebr rrjedhoj\u00eb, fondet q\u00eb u akorduan p\u00ebr p\u00ebrballimin e pandemis\u00eb shkuan p\u00ebr shpenzime t\u00eb tjera q\u00eb nuk kishin lidhje me pandemin\u00eb. Mungesa e transparenc\u00ebs n\u00eb p\u00ebrdorimin e fondeve&nbsp;q\u00eb shkuan p\u00ebr menaxhimin e pandemis\u00eb ishte aq e madhe sa&nbsp;u konsiderua si shqet\u00ebsim nga Fondi Monetar Nd\u00ebrkomb\u00ebtar (FMN), i cili nuk ka n\u00eb thelb t\u00eb pun\u00ebs s\u00eb tij monitorimin e tender\u00ebve. FMN informoi se prokurimet emergjente p\u00ebr p\u00ebrballimin e pandemis\u00eb nuk ishin transparente dhe i k\u00ebrkoi Kontrollit t\u00eb Lart\u00eb t\u00eb Shtetit t\u00eb intensifikoj\u00eb kontrollet dhe t\u2019i publikoj\u00eb ato. Ministria e Sh\u00ebndet\u00ebsis\u00eb dhe Qendra Spitalore \u201cN\u00ebn\u00eb Tereza\u201d&nbsp;u renditen n\u00eb krye t\u00eb enteve publike p\u00ebr riskun e lart\u00eb t\u00eb zbatimit t\u00eb ligjit dhe t\u00eb p\u00ebrdorimit t\u00eb fondeve publike.Nga&nbsp;6440 procedura&nbsp;t\u00eb publikuara p\u00ebr prokurime (pa p\u00ebrfshir\u00eb ankande dhe koncesione) gjat\u00eb vitit 2020, p\u00ebr 532 ose p\u00ebr&nbsp;8.2% prej tyre jan\u00eb paraqitur ankesa n\u00eb Komisionin e Prokurimit Publik. Nga numri total, MSHMS u rendit e dyta pas Agjencis\u00eb s\u00eb Blerjeve t\u00eb P\u00ebrqendruara p\u00ebr numrin e madh t\u00eb ankesave, me 26 gjithsej ose rreth 5 % t\u00eb totali t\u00eb ankesave. Nisur nga numri total i ankesave t\u00eb shqyrtuara pran\u00eb Komisionit t\u00eb Prokurimit Publik, rezulton se 42,7% (317) prej tyre jan\u00eb ankesa t\u00eb procedurave t\u00eb prokurimit t\u00eb llojit \u201cmall\u201d.&nbsp;MSHMS&nbsp;u rendit&nbsp;e dyta me 20 ankesa nga operator\u00ebt&nbsp;q\u00eb kishin marr\u00eb pjes\u00eb n\u00eb tender\u00ebt e zhvilluar me blerje mallrash. Jan\u00eb gjetur\u00a0mosp\u00ebrputhje t\u00eb t\u00eb dh\u00ebnave t\u00eb kontratave t\u00eb n\u00ebnshkruara t\u00eb publikuara nga Agjencia e Prokurimit Publik me ato t\u00eb regjistruara n\u00eb SIFQ\u00a0(n\u00eb sistemin e thesarit t\u00eb Ministris\u00eb s\u00eb Financave). MSHMS u rendit e para p\u00ebr k\u00ebt\u00eb shkelje, ku sipas APP,\u00a0jan\u00eb zhvilluar 601 procedura prokurimi, nd\u00ebrkoh\u00eb n\u00eb SIFQ rezultojn\u00eb vet\u00ebm 5 kontrata.
